Anthropogenic climate change is often considered to be greatest threat currently posed on the world. Climate change fits into the public goods framework in terms of both mitigation and adaptation policy (Boyer 2013). Greenhouse gas (GHG) emissions produced by human activity are heavily impacting the climate, and thus creating externalities that are impacting the globe, such as rising global temperatures, increasing extreme weather incidents, and changing weather patterns. These externalities are affecting regions around the world, regardless of how much these regions contributed to the production of the emissions that cause these climatic changes (Boyer 2013). Therefore, mitigation and adaptation to climate change are global public goods. Climate change poses threats across national boundaries, thus forcing environmental policies into the international and global policy arenas. This global collective action problem does not stress the degree to which environmental improvements rests with individual nation action and also local initiative (Boyer 2013). Climate change is a global problem, but policy action should occur at a local level (Boyer 2013). The global threats of climate change have led to international conferences.
